I don't have much skin in the game here, really just wondering from a rules perspective: Isn't the hot mic / "official capacity" rule related to whether or not a market goes EDNQ? It doesn't seem relevant for markets that qualify.

there are two parts to the argument, part 1 is indeed that the hot mic must be able to settle something Y, even if it is not enough to make the event qualify absent speaking in official capacity. part 2 is that you need proof it was said, by a qualifying team member.
