No, they won’t be the same. LP Rewards pay more when your order is closer to the midpoint. So 91c and 90c earn different amounts depending on where the midpoint is. If mid is above 90.5c, the 91c order earns more. If it’s below, the 90c one earns more. They’re only about equal if mid sits right at 90.5c. Also note: Maker Rebates pay nothing on resting orders. They only pay when your order gets filled.
