I dont think so. He just thinks that no one will take his order. His orders are usually around 5% from Market price, and they get moved whenever market price moves. Its a smart strategy, unless there is a smart and wealthy counterparty.

I have taken 100,000 share orders before and wrecked these type of traders, will wait for the perfect moment to strike :)
