This screenshot is different from what you sent above. Here the 33c and 32c ask levels are not filtered out (as there are >50 shares), so the adjusted midpoint is 28.5c. That means your 25c bid order in this case meets the ±4c maximum spread requirement

It all depends on the adjusted midpoint in that particular market. Price levels in the order book that do not meet the minimum shares requirement are filtered out before the midpoint is calculated. Based on the best bids and asks you've mentioned, you don't need a double-sided order to earn LP rewards in that market
