making high volume wallets bypass rate limits only gives them more of an edge

if anything, the tiers should be based on NEW volume ONLY.. if a wallet already has 10+ in volume, its unfair to give them advantage.

i wont ever be able to hit the high volume because my strat will be eaten out, while if the rate limit stayed at 50k req/10 min, i would have a chance to start scaling etc

its unfair because what if i create a maker strat that requires 50k req/ 10 min for order, but under my tier its 10k req/10 min.. while someone like bonereaper, who already is winning a lot, now even has a bigger advantage because his volume is very large
