This is simply according to FIFA official mkt source and (all) other sources. The confusion may be that there has been a 4th shot but it was during overtime, hence not eligible for this market

any news? i am not quite getting why uma didn't resolve it already. I counted the shots in fifa official website and they are 3 (so U 3.5, no 4+). Also all the data sources agrees on 3 shots so there is really not much uncertainty

Hi guys, in Germany - Paraguay there is Haverz O/U 3.5 shots still open. Looking at the official source it seems that during regular time Haverz shot 3 times. There is a poor dude with a buy over 3.5 at 4%, can someone check and close the bet? I feel sorry for him
