Just do some btc round trades at max leverage, you'll gain back the requests (I think its 1 request per notional dollar traded), youll pay some small cost of txn cost + round trade bid ask spread , but I solved it the same way

In HyperCore block construction, are actions first selected into a block and then sorted as non-orders → cancels → GTC/IOC orders, or are all pending cancels globally prioritized before any new GTC/IOC orders are included?
Example: if there are more cancel requests than the block/action capacity, can some IOC orders still be included in that block while some cancels remain pending for later blocks?
