If we take a zoom out and forget the specifics of this market, and the precedents and just look at the logistics of X happening by Y date, then yeah I think a midnight proposal is simply too soon bc it doesn't give breathing room to stuff that happened at the very end. And it's fine to exclude that by making it an announcement by XYZ time, but this was a thing happening not an announcement. So you have to wait some sensible amount of time for the reporting of the potential event to come down.
