I used to try and trade the orderbooks and I was not getting filled much

I have a suspicion the exchange may not want traders using the orderbooks for the combo markets and they want them all to just respond to RFQs with Quotes

So someone makes an RFQ then a limit orderbook is spawned for the exact combo they make? Then from that point forward limit orders and quotes compete for their RFQ?
