does anyone know why we have this behavior in hip4? i have two similar cases where one get rejected (Order must have minimum value of 10 USDC) while the other worked

I was subscribed to bbo and l2book, and for some reason i didnt receive any message from bbo while top of the book in l2book was updated, does this mean the bbo subscription was messed up, i want to know whether there are some edge cases i'm not aware of. thx
