I'll be honest I can't remember the exact rules but I was following that market closely and don't remember them saying that. The issue was the release numbers were incredibly dubious so it got clarified that we would wait 24 hours and then the correct numbers came out. To me it seems inconsistently applied.

Its completely random as well whether they wait or not. As an example they waited an extra day on total ships going through Strait of Hormuz a couple of weeks ago.
