Can someone confirm the exact HIP-3 testnet deployer stake rule?
I delegated testnet HYPE from the same address and registerAsset still returns "Insufficient stake".
Does HIP-3 testnet count normal delegated HYPE, or does it require a special deployer/validator/allowlisted account? What is the actual testnet threshold?

I'm testing HIP-3 on testnet and calling perpDeploy registerAsset via the official Python SDK. The account is in disabled/standard abstraction mode, but registerAsset returns "Insufficient stake".
