If they reduce the displayed rewards by 30%, liquidity probably isnt good enough, so just artificially inflating the displayed rewards number but not actually paying it out is one way to get more liquidity without paying more. Maybe lps should internally put a 0.7 multiplier to rewards calculation when deciding whether to provide liquidity to a market
