You're right about Seoul, but there's nothing wrong with what you showed in Los Angeles. It just happens that hour:53 is the METAR output, and METAR is always issued in Celsius worldwide, so this happens during conversion. If you go to "advanced -> Metric system" on that same page, change it to Celsius and you'll see that the temperature is exactly the same.
